Blows awesome air but never chilly

Have experienced this about 3 or four months. Got it for the upstairs bedroom. Does not cool off the place at all with almost everything shut up. Place about 400SF with rest room. Shut off lavatory and even now not much support. My wive does not like the noise. It is extremely noisy even on low.
